		<description>I heard from my payroll company that the 65% will not be paid by employers with less than 20 employees but will, in fact, be billed to the government by the insurance companies for reimbursement.  Can anyone confirm this?  Site a reference?  I want to be sure I pay my insurance bill on time the 1st of April and need to know how much to pay.</description>
